Abstract

The subject of the relationship between parliament and government is one of the important subjects in all legal systems in different countries of the world; therefore, this subject has been studied through this research in particular in Iraq and in light of the new Iraqi constitution more precisely.

This subject has been addressed by stating the concept of the parliamentary system, as clarifying the concept reflects the extent of the relationship more precisely in the field of parliament's monitoring of the government and determining the relationship between them. For this purpose, the emergence and development of the Iraqi parliamentary system will be discussed and its pillars will be determined. On the other side of the research, the authority of the parliamentary councils in the field of monitoring the work of the government was studied, the means of that monitoring were determined, and this monitoring was evaluated with its positives and negatives. Finally, the parliamentary system in Iraq was studied after 2003 during the transitional period of government in 2004, then under the current 2005 constitution.

The conclusion of the research came to include the most important results and recommendations that were reached.
